DAI 25.4.1 and Infrastructure Upgrade (EU)

We will be upgrading DAI to version 25.4.1 for all EU Eggplant Cloud tenancies along with a minor version upgrade of the RDS database engine in use. During this time, there may be a brief interruption to the portal and test execution while services are restarted.
